Preamble

Since its founding in 2015, the World Internet of Things Convention (hereinafter referred to as “WIOTC”) has established friendly partnerships and exchanges with dozens of UN agencies as well as government agencies and diplomatic envoys from more than 100 countries. A large number of government organs and embassies in China have expressed their willingness to join WIOTC. Subject to the decision made by WIOTC, the organization opens its membership to international agencies and organizations, aimed at formulating the IoT International Convention.

The global interconnection of all things defines the essence of world internet of things. Internet of things is larger and more tangible than the Internet in terms of meaning and substance, especially shown by the outcomes achieved in the huge cake of new global economic market   through the connection between people and things. It is closely connected with the society and economy of countries around the world. However, because of the differences in social, economic and political conditions in different countries and regions, a neutral and open organization like WIOTC becomes more necessary to coordinate and promote the building of global interconnection of all things. By the same token, it is essential to create a common international standard and more importantly, an IoT international convention to effectively make all things interconnected, reduce the waste of social resources and capital caused by explorations and experiments, and ensure the development of internet of things in a healthy, orderly, and sustainable manner.

I. Positioning:

WIOTC is an IoT international organization featuring the global interconnection of all things, which is open, innovative and non-profit.

II. Purpose:

2.1 The purpose of the Organization is to build a smart/intelligent world where all things are interconnected.

2.2 The Organization is committed to carrying out the goal and task of promoting the IoT construction and the innovative development of economy and society in countries from all over the world, building a global market of IoT new economy, delivering benefits to world people in terms of intelligent and smart life and work and contributing to the Sustainable Development Goals under the framework of the United Nations.

2.3 To achieve this purpose, the Organization may:

2.3.1 Establish the World Internet of Things Convention, implement the Convention, seek the certification of IoT international standards, coordinate activities connected with the Convention Organization in the world, and work to drive the construction and development of global IoT new economic market.

2.3.2 Draft and publish IoT white papers and international general standards and take measures to ensure they can be carried out worldwide and provide members with guiding suggestions on IoT construction and IoT new economic architecture models.

2.2.3 Arrange information exchanges about IoT new economy for its member countries and regions, organize WIOTC annual conference and series of relevant global events, commend and prize countries and regions as well as their social organizations, research institutions and enterprises which are taking the lead in IoT construction and the development of the new economy worldwide, help countries and regions around the world to narrow the digital divide and contribute to achieving the UN 2030 Agenda for Sustainable Development.

2.3.4 Guide countries and regions as well as their social organizations, research institutions, enterprises interested in issues related to IoT new economy to jointly undertake research on global Internet of Things, economy and trade, the construction of market system of the new economic industry, and topics for standardization.

III. Members:

3.1 The members of the Organization shall be divided into national and regional members as well as non-national and non-regional members. Its members shall also consist of common members and standing members.

3.1.1 National and regional members shall mean the only members of group representatives designated by their national and regional governments.

3.1.2 Non-national and non-regional members shall refer to the group members of various social organizations, R&D institutes, enterprises, etc.

3.1.3 Common members shall be national and regional government agencies, social organizations, R&D institutes and enterprises which are developing IoT or aiming at IoT economic development, show interest in the Organization, accept the Articles and are admitted to membership under the Rules of Procedure.

3.1.4 Standing members shall be elected from common members. Standing members shall be widely representative or give greater support and render bigger contribution to the promotion of world IoT development.

3.2 Only one government body in each and every country and region may be admitted to the standing member standing for its country and region.

Ⅳ. Rights and Duties

4.1 All members shall have the duty to pay full annual membership fees.

4.2 All members shall enjoy the right to elect and to be elected.

4.3 All members shall have the right of proposal, discussion and voting in respect of technology, standard, economic development and convention articles of World Internet of Things.

4.4 All members shall have the right and duty to propose constructive topics for the development of the Organization.

4.5 All members shall have the right and duty to engage in information and technical exchanges, trainings and other activities held by the Organization on a regular and irregular basis.

4.6 All members shall have the right and duty to involve themselves in the work of the Organization’s affiliated agencies and branches.

4.7 All members shall have the right and duty to access the contents of the Organization’s publications and documents.

4.8 All members shall be obligated to maintain the reputation and prestige of the Organization and its rights and interests.

4.9 When all members implement the right of voting at the General Assembly Session or in other ways including communicative voting, their rights and interests shall be recognized by the Organization.

4.10 If standing members make the decision at the standing meeting or in other ways including communicative voting, such decision shall constitute the decision of the Organization.

4.11 Standing members shall enjoy the qualification of being elected the Annual Chairman of General Assembly Session and Rotatory Chairman of the Organization.

4.12 Standing members shall have the duty to support the sponsorship or donation of expenses for activities of the Organization.

4.13 Standing members shall have the right to vote on the formulation and publication of IoT international convention, IoT general standards, and international rules pertaining IoT new economy.

4.14 Standing members may submit the application to host the annual conference and summit of World Internet of Things Convention and other activities.

Ⅴ. Structure and Officers of the Organization

5.1 The main bodies of WIOTC shall consist of the General Assembly Session, the Presidium, the Executive Committee, the Secretariat, and several affiliated agencies and branches.

5.2 The Organization shall establish such positions as Annual Chairman of the General Assembly Session, Chairman of the Presidium, Chairman of the Executive Committee, Executive Vice Chairman and Vice Chairman of the Executive Committee, Secretary-General and Executive Secretary-General, Executive Deputy Secretary-General and Directors of affiliated agencies and branches.

5.3 The major officers of the Organization shall be Annual Chairman of the General Assembly Session, Chairman of the Presidium, and Chairman of the Executive Committee.

VI. Way to Join:

Any national and regional government agencies, social organizations, scientific research institutions and enterprises wishing to become members of us shall submit a written application to the Secretariat and indicate that they accept the articles of association of the organization and the payment of membership fees.

VII. Organization Development Plan:

1. We will keep in contact with relevant UN agencies, promote the formulation of IoT international convention through cooperation, and further expand the organization's influence in the international community.

2. We will beef up cooperation with government agencies, IoT organizations, scientific research institutions and enterprises in various countries and regions to provide more support for the development of IoT new economy around the world.

3. We will establish IoT new economy demonstration bases or demonstration cities in relevant countries and create IoT new economy models and spawn leading enterprises so as to support the development of digital economy in different countries and regions.

We welcome government agencies, social organizations, research institutions and enterprises from all countries and regions to join us so that we can work jointly to build an intelligent world where all things are interconnected.
